What is Erasmus?

The Erasmus program is a European Union initiative designed to encourage collaboration between higher education institutions. Students and academics engage in educational activities by traveling to other countries and continuing their studies there.

It provides unconditional financial support for higher education institutions to create and implement joint projects, enabling short-term student and staff exchanges.

​The Erasmus program aims to promote international collaboration among universities, facilitating mutual exchange of students and educators in Europe. It seeks to contribute to the academic recognition of studies and degrees obtained in participating countries and enhance transparency. Graduates in Europe, who have received higher quality education through Erasmus, will be more competent individuals, better meeting the expectations of the business world.


Higher Education Student and Staff Learning Mobility - KA131

Under the Individual Learning Mobility Action (Key Action 1, KA1), this activity aims to encourage higher education institutions to create and implement joint projects, enhance the qualifications of higher education students and staff, and provide them with opportunities for professional development abroad. Within this framework, support is provided for increasing opportunities for individuals continuing their higher education to study abroad, equipping them with the skills needed for transitioning from education to the workforce. Additionally, activities supporting higher education staff in gaining practical knowledge or improving pedagogical skills are also endorsed. 

Student Mobility: University students studying at a higher education institution abroad or undertaking an internship in a foreign company or any institution/organization abroad.

Staff Mobility: Teaching staff of higher education institutions or personnel employed in businesses delivering lectures at a foreign higher education institution or participating in professional development abroad (excluding conferences) or undergoing on-the-job training/observation.

The program, with its mobility opportunities, contributes to breaking down prejudices among European people in the higher education environment. Through the Erasmus program, more than 3 million higher education students have spent a semester of their academic life in another European country since 1987, gaining the opportunity to get to know the people and culture of that country.

Mobility Projects with Partner Countries - KA171

As is known, through the Erasmus program implemented in our country since 2004, higher education student and staff mobility to program countries in Europe has been possible. Starting in 2015, with the Erasmus+ program, the scope of this activity has been expanded, and it has become possible to carry out higher education student and staff mobility with many countries referred to as 'Partner Countries.' For this type of activity, our higher education institutions need to apply to our Center using a different application form (KA107 form) than the one traditionally used for Erasmus activities.

Activities that Can Be Carried Out Within the Mobility Project with Partner Countries:

Similar to the traditional Erasmus activity, students enrolled in different levels of higher education and staff working at higher education institutions can undertake the following activities:


Student Mobility: The mobility of higher education students from our country to partner countries and from partner countries to our country for the purpose of education and internship. Ülkemizden ortak ülkelere, ortak ülkelerden ülkemize yükseköğretim öğrencilerinin öğrenim ve staj yapma amacı ile hareketliliğidir.

Staff Mobility: Within the scope of staff mobility with partner countries, the following sub-activities can be carried out:

  • Mobility of higher education staff from our country to partner countries and from partner countries to our country to provide lectures.
  • Mobility of higher education staff from our country to partner countries and from partner countries to our country for the purpose of receiving training.
  • Mobility of non-academic staff from an institution in our country to provide lectures at a higher education institution in a partner country.
  • Mobility of staff from a higher education institution in a partner country to receive training at a non-academic institution in our country.
  • Mobility of non-academic staff from an institution in a partner country to provide lectures at a higher education institution in our country.
  • Countries Where Mobility Can Be Implemented Within the Mobility Project with Partner Countries:Within the scope of the Mobility Project with Partner Countries, it is possible to carry out mobility activities between our country and the program countries (28 EU member states, Iceland, Liechtenstein, Norway, North Macedonia, Turkey, Serbia) and the partner countries listed below..

Third countries not associated with the program refer to countries where student and staff mobility can be carried out within the framework of the rules specified in this handbook and program guide during the 2014-2020 period. Third countries not associated with the program are classified into relevant regions and listed below:

Region 1 - Western Balkans: Albania, Bosnia and Herzegovina, Kosovo, Montenegro

Region 2 - Eastern Partnership: Armenia, Azerbaijan, Belarus, Georgia, Moldova, Ukraine


​Region 3 - Southern Mediterranean Countries: Algeria, Egypt, Israel, Jordan, Lebanon, Libya, Morocco, Palestine, Syria, Tunisia

Region 4 - Russia: Russia

Region 5 - Asia: Bangladesh, Bhutan, Brunei, Cambodia, China, North Korea, Hong Kong, India, Indonesia, Japan, South Korea, Laos, Macau, Malaysia, Maldives, Mongolia, Myanmar, Nepal, Pakistan, Philippines, Singapore, Sri Lanka, Taiwan, Thailand, Vietnam

Important Note: According to program rules, only staff and doctoral-level students from our country can go to the countries underlined above with financial support. In other words, sending associate, undergraduate, and master's level students with financial support to these countries is not possible. On the other hand, there is no educational level restriction for students/staff coming from these countries.
